摘　　要：为促进产业结构优化升级,中国进一步推进用电侧电价改革,取消工商业目录电价,施行电网企业代理购电。剖析了中国行业精细化电价定价机制设计的关键问题,分析了国内外售电模式的优势和不足,以及电网企业代理购电背景下的行业精细化电价定价机制需求。进而,探讨了基于行业属性和综合评价的行业精细化电价定价方法,从行业用电、用能特性等多方面实现电力用户的综合评价,提出基于多样化电价属性的行业差异化电价体系和基于用户综合评价排名分级的精细化电价定价模型,旨在实现社会经济要素的优化配置。最后,以中国浙江省某市电力用户实际负荷数据进行实证分析。结果表明,基于用户综合评价的行业精细化电价定价机制能够形成适合行业特征与用户等级的差异化电价,能够为电网代理购电定价和用电侧电价改革提供参考。To promote the optimization and upgrading of industrial structure,China will further promote the reform of electricity price on the demand side.The prices of industrial and commercial catalog are cancelled and the electricity purchasing agent service of power grid enterprises is implemented.The key problems in designing the elaborate electricity pricing mechanism of industries in China are dissected.The advantages and disadvantages of domestic and foreign electricity retail modes and the demands of elaborate electricity pricing mechanism of industries in the background of electricity purchasing agent service of power grid enterprises are analyzed.Then,the elaborate pricing mechanism of industries based on diversified electricity price attributes and the comprehensive evaluation system is discussed.The comprehensive evaluation of consumers is realized by considering various aspects such as electricity characteristics and energy characteristics of industries.The diferential electricity price system based on diversified electricity price attributes and the elaborate pricing model based on consumer evaluation ranking are proposed,so as to optimize the allocation of factors of social economy.The case study on the real data of the industrial and commercial consumers in Zhejiang Province,China is utilized for empirical analysis.The results show that the elaborate electricity pricing mechanism based on user comprehensive evaluation can form a differentiated electricity price suitable for the characteristics of the industry and the level of consumers,which can provide a reference to the electricity purchasing agent service of power grid enterprises and the price reform on the demand side.
