摘 要:通过对《全面提升医疗质量行动计划(2023—2025年)》的研读,根据目前医院医疗质量存在的问题进行思考。“破壁”行动提高了急危重症和肿瘤等的诊治水平;病历质量达到前所未有的高度,并对门诊病历电子化提出具体要求;在基础质量安全管理中强调药品器械管理;首次要求医疗机构对中医药进行医疗质量管理。解决医院医疗质量问题的实施路径包括赋予各省级卫生健康委全面提升医疗质量的职责,并监测行动效果以推进工作;“以质为先”的绩效管理机制,保障医院的医疗质量安全。According to the current problems with hospital medical quality,through the study of the Action Plan for Comprehensive Improvement of Medical Quality(2023-2025),it elaborates on its key points.“Breaking the Wall”action to improve the level of diagnosis and treatment for acute,critical,severe,and tumors;The quality of medical records has reached an unprecedented level,and specific requirements have been put forward for the digitization of outpatient medical records;Emphasize drug and device management in basic quality and safety management;For the first time,medical institutions are required to conduct medical quality management of traditional Chinese medicine.The implementation pathway to address the quality of care in hospitals includes the responsibility given to provincial health commissions to improve the quality of care across the board.The performance management mechanism of“quality first”ensures the internal medical quality and safety of hospitals,forming a national provincial health commission hospital department physician action plan system.
