伊拉克库尔德人自治的基础及挑战

摘　　要：库尔德民族自一战后不断追求独立,但是由于分割在不同的国家,力量较为分散,难以形成合力。其中伊拉克库尔德人由于抓住海湾战争和抗击伊斯兰国时期与美国建立的特殊关系建立了合法的高度自治体系,其自治具有法律保障、军事实力、身份认同、经济实力和外部大国支持的基础。但是也面临内部分裂、外部大国压力、周边国家反对和背离国际法等方面的挑战,因此其自治未来仍是可行的,但是要从自治走向独立则面临很大的挑战,会对地区和国际秩序造成冲击,难以实现独立的目标。The Kurdish nation have been pursuing independence since World War I,but their division into different countries has resulted in more fragmented forces,among which the Iraqi Kurds have established a legal and highly autonomous system due to their special relationship with the United States established during the Gulf War and the fight against ISIS,and their autonomy has legal,military,identity,economic and external basis.However,it also faces challenges in terms of internal division,external pressure from major powers,opposition from neighboring countries and deviation from international law.To conclude,though its autonomy is still feasible in the future,it will face great challenges to move from autonomy to independence,which will cause shocks to the regional and international order and make it difficult to achieve the goal of independence.
