“一带一路”与破解“中心-外围”依附模式

摘　　要：变革不平等的国际关系,建立以合作共赢为核心的新型国际关系,是中国人民和世界人民的共同心愿。“中心-外围”依附理论根植于马克思主义思想,揭示和批判了“中心国”通过技术优势、贸易优势、金融优势、国际援助和利益绑定等,持续攫取“外围国”剩余并阻碍“外围国”发展,以及由此形成的“外围”依附“中心”的世界格局。伴随着社会主义中国快速和平崛起,中国由“外围”向“中心”位移,改变了“中心-外围”依附理论下资本剥削的逻辑设定,以及“国强必霸”和新旧殖民体系的历史设定。在“一带一路”倡议及其实践中,中国与“一带一路”共建国家在技术、贸易、金融和国际援助等方面开展合作并实现共同发展,为破解“中心-外围”依附模式,为构建新型国际关系和改革国际治理体系贡献具有中国智慧的中国方案。It is the common wish of the Chinese people and the people of the world to change unequal international relations and establish a new type of international relations centered on win-win cooperation.The"center-periphery"dependence theory is rooted in Marxism,which is reveals and criticizes that the central country uses technological advantages,trade advantages,financial advantage,international assistance,and Interest binding etc.to seize the surplus of peripheral countries and hinder the development of peripheral countries,to form the unequal world pattern of the"periphery"dependent on the"center".With the peaceful rise of socialist China,China has shifted from the"periphery"to the"center",changing the"center-periphery"dependency theory which has the logic setting of the capitalist exploitation,as well as the historical setting of"the strong country must hegemony"and the old and new colonial system.In the"One Belt One Road"initiative and its practice,China and the countries along the"One Belt One Road"cooperate in technology,trade,finance and international assistance,etc.,and achieve common development.In order to break the"center-periphery"dependency model,build a new type of international relations,and reform the international governance system,the"One Belt One Road"initiative has contributed Chinese solutions with Chinese wisdom.
