数字连续性在政府信息资产管理中的运用——澳大利亚的实践与启示

摘　　要：数字连续性作为数字信息资产管理的一种重要理念、政策和行动,在英国、新西兰、澳大利亚等国政府实践中被运用。但现有研究均聚焦各国数字连续性政策或行动内容本身,而缺乏对政策或行动的实施过程及效果的关注。本文以澳大利亚《数字连续性2020政策》实施为研究对象,通过对相关政策及评估报告的分析,在简要呈现政策实施效果的基础上重点对数字连续性政策评价、政策实施效果原因分析、后数字连续体时代政府信息资产管理展望三方面进行研究。研究指出,澳大利亚数字连续性政策对数字信息管理的规定为原则性框架性要求且远离业务,提出的保障实施的机制手段也比较传统;政策实施未达预期目标的重要原因是政策制定者与政策实施者在信息管理的目的与需求、认知与能力等方面存在的巨大差异无法弥合;未来澳大利亚政府信息资产管理将向确保公共记录可信利用,重视数据及其管理,贴近实际业务需求与符合恰当目的,提升效率及降低风险等方向发展。As an important concept,policy and action of digital information assets management(DIAM),digital continuity is applied by governments of United Kingdom,New Zealand and Australia.Existing research on digital continuity focuses on the content of the policy or action itself,while lacks attention to theimplementation process and effect.Taking the implementation of Australia's"Digital Continuity 2020Policy"as the the case,and based on briefly presenting the effect and result of policy implementation by analysis of relevant policies and evaluation/audit reports,this paper focuses on the evaluation of the Australia policy,the analysis of the reasons for the effect of policy implementation,and the outlook of DIAM of Australia.The study points out that the provisions of the Australia policy are mostly framework requirements and far from government business,and the mechanism and means to ensure implementation are relatively traditional.One of the very important reasons why policy implementation has not achieved the policy goal is the huge difference in information management purposes and needs,cognition and capabilities between policy maker and policy implementer which cant be overcome.The trends for Australia's DIAM is to ensure the trusted use of public records;to attach importance to data and data management;to establish the fit-forpurpose processes,practices and systems;and to reduce the risk of informationmanagement.
