中美竞争下印度经贸战略动向及对中国的影响

摘　　要：在中美战略竞争加速演进的背景下,印度经贸战略出现诸多新动向和新特点,包括积极融入“印太战略”加强区域经济合作,加速双边谈判提升贸易多元化水平,大力扶持制造业争取实现对华产业替代,频繁推行对华经贸打压“脱钩”政策。印度经贸战略调整针对中国的意图十分明显,试图依托“印太战略”联合制衡中国经济影响力,限制打压中资企业以扶持本土制造业崛起,把握中美战略竞争机遇期以摆脱对华经济依赖。在印度经贸战略调整的影响下,中国外部经济安全压力显著上升,产业链供应链安全稳定面临风险,中资企业在印度营商环境不断恶化。然而,印度经贸战略也面临参与美国亚太经济合作存在限度、对华经贸打压“脱钩”政策难以奏效、国内经济改革政策掣肘明显等诸多制约。India's economic and trade strategies show several new aspects amid the intensified China-US competition. These include India's active integrating into the Indo-Pacific Strategy to strengthen regional economic cooperation, accelerating bilateral negotiations to improve trade diversification, supporting local manufacturing industry to become a viable alternative to China as well as attempting economic decoupling from China. With the clear aim of containing China's economic influence under the Indo-Pacific Strategy, India strives to support local manufacturing industry by suppressing Chinese enterprises, make use of a period of opportunity of China-US strategic competition and cut economic dependence on China. Under such circumstances, the pressure on China's external economic security has risen significantly, the safety and stability of China's industrial and supply chains are at risk and the business environment for Chinese companies in India continues to deteriorate. However, India's economic and trade strategies face many constraints: India's participation in the Indio-Pacific economic cooperation is limited, its economic decoupling policy with China is ineffective and the country's economic reform is confronted with great resistance.
