制度型开放对城市经济效率的影响研究——基于自由贸易试验区设立的经验

摘　　要：自由贸易试验区作为新时代中国推进制度型开放的重要举措,对于推动地区经济高质量发展起到重要作用。文章利用2007—2019年中国266个城市数据,使用多期双重差分模型考察了自由贸易试验区政策对于城市经济效率的影响。研究发现:自由贸易试验区政策有效提升了城市经济效率;自由贸易试验区的设立通过改善城市营商环境、促进区域内要素集聚,进而推动城市经济效率的提升,但其带来的市场竞争效应对于城市经济效率呈现抑制作用;异质性分析表明,沿海自由贸易试验区的政策效应更加明显,经济发展水平较高地区的自由贸易试验区政策效应更为明显,政府效率越高越有利于政策效应的发挥;自由贸易试验区设立没有产生虹吸效应,并未对本省其他城市的经济效率与地区经济协调发展造成负面影响,这表明自由贸易试验区推动城市经济增长不是通过存量资源再配置产生的,而是具有显著的净增长效应。未来我国应稳步扩大制度型开放,构建高质量市场体系;提高政府效率,推动自由贸易试验区制度创新成果转化为高质量经济发展成果;重视产业高质量发展对自由贸易试验区建设的支撑作用;加快自由贸易试验区改革成果的推广与扩散。As an important measure for China's institutional opening-up in the new era,pilot free trade zones play an important role in promoting the high-quality development of regional economy.This study used the data of 266 cities in China from 2007 to 2019 and the multi-period double-difference model to examine the impact of the pilot free trade zone policy on urban economic efficiency.The results showed that the policy of pilot free trade zones improved urban economic efficiency.While creating a favorable business environment and concentrating the factors of production within the region for improving the urban economic efficiency,the establishment of pilot free trade zones brought about a market competition effect,which presented a restraining effect on urban economic efficiency.The heterogeneity analysis showed that the pilot free trade zone policy had more obvious effect in the coastal areas and the areas with higher levels of economic development.Moreover,high government efficiency was favorable for the exerting of the policy effect.The building of pilot free trade zones did not produce a siphonic effect or a negative impact on the economic efficiency of other cities in the province and the coordinated development of regional economy.This result indicated that pilot free trade zones promoted the net growth of urban economy rather than re-allocating existing resources to promote economic growth.In the future,China should steadily expand institutional opening-up and build a high-quality market system.The government efficiency should be improved to promote the transformation of institutional innovation achievements in pilot free trade zones into high-quality economic development achievements.In addition,ef-forts should be made to enhance the supporting role of high-quality industrial development in the building of pilot free trade zones and accelerate the popularization of the reform achievements in pilot free trade zones.
