摘　　要：“一带一路”可以把我们带到何处?从乌干达首都坎帕拉市中心驱车长途跋涉,行驶在崎岖坑洼的黄土路上,像兔子跳跃一般上下颠簸,我们来到了城郊的瓦卡里加村(Wakaliga)。[1]短短十余公里的行程,耗时一个多小时,彻底改变了我们关于“距离”的常识一一要让普通民众受惠于传播(交通)技术的便利,有太多前提条件!在村庄小学的教室里,孩子们正在使用卫星电视设备和斩新的投影系统观看本地新闻。进入课间休息,老师切换了频道,荧屏上播放着斯瓦希里语配音的周星驰功夫片,教室中响起一阵阵欢腾的笑声和掌声。The availability and connectivity of communication remain the most fundamental issues in Africa.The lack of communication infrastructure has limited cultural inclusion,educational development,industrial cultivation and social governance,and has made the vision of pan-African interconnection bleak.European and American media groups have chosen a TV market strategy thattargetsfew high-consuming groups,excluding most ordinary people.While Chinese companies has significantly reduced TV fees,allowing ordinary people to watch digital TV,breaking the monopoly and creating new spaces for digital development.Based on field researches in four East African countries,this article analyzes the unique model of Chinese communication enterprises entering Africa and how to promote pan-African digital connectivity in an unbalanced information geopolitical landscape.
