摘　　要：在社会治理创新精细化的社会情境下,基础防范水平和源头治理能力的需求层次不断拔高,公共安全隐患不断涌现,公共应急服务的漏洞影响社会治安秩序的稳定,警务现代化需求更加迫切。在厘清优化多警种应急警务合成作战必要性的基础上,分析应急警务背景下多警种合成作战的困境及其成因,提出整合指挥体系、清晰处置权责、流通警务数据、强化警务装备及保障等体系举措,以期为应急警务背景下多警种合成作战提供可行性参考。In the social context of refinement of social governance innovation,the level of basic prevention and source of governance capacity of the demand level continues to rise,public safety hazards continue to emerge,the loopholes of public emergency services will affect the stability of social security order,and the need for police modernization is more urgent.On the basis of clarifying the necessity of optimizing multi-police emergency police synthetic operations,this paper analyzes the dilemma of multi-police synthetic operations and its causes in the context of emergency policing,based on the requirements of deepening police mechanism reform and duty system innovation,proposes the integration of command system,clear disposal authority and responsibility,circulation of police data,deepening police equipment and security and other initiatives.It is intended to provide a feasible refer⁃ence for multi-police synthetic operations in the context of emergency policing.
