摘 要:德国国际合作机构(GIZ)依托于德国传统优势和世界领先的专业知识技术在各领域建立了一套高度成熟的可持续发展方案,据估算,迄今为止GIZ帮助各国在全球范围内减少的二氧化碳总量高达1700万吨[44]。在运输领域,GIZ将促进交通可持续化的手段分为规划、规制、经济、信息、技术五大类,本文将着重关注其中的规划手段,通过对国内外相关文献的梳理,厘清该框架下规划手段与交通排放联系起来的理论依据,探究主要的影响因素与机制,最后根据这些要素和部分国际案例,为我国低碳交通目标的实现提出一些建议。The Deutsche Gesellschaft fuir Internationale Zusammenarbeit(GIZ)has established a highly sophisticated sustainability program in various fields based on Germany's traditional strengths and worldleading technology,and it is estimated that GIZ has helped countries reduce a total of 17 million tons of carbon dioxide worldwide so far[441.In the field of transportation,GIZ classifes the tools to promote transportation sustainability into five categories:planning,regulation,economy,information,and technology.In this paper,we will focus on the planning tools among them,clarify the theoretical basis for linking the planning tools to transportation emissions by combing the relevant literature domestic and abroad,explore the main influencing factors and mechanisms.Finally,based on these elements and some international cases,make some suggestions for China's low-carbon.
