摘 要:采用数字化的信用管理制度能够规范地方铁路建设的市场秩序,助力地方铁路和谐发展,对实现“轨道上的京津冀”尤其重要。相较于公路和水运市场,地方铁路建设属于新兴市场,目前存在诸如信用评价主体缺乏公正性、评价内容缺乏合理性、评价结果未被有效利用等问题,信用管理制度体系仍需继续健全,最终形成统一的信用评价标准,制定合理的信用监管和奖励制度,创建新型监管机制。搭建高效运转的数字化信用管理平台,实现与其他领域信用信息互通互联,强化数字化信用管理工作队伍能力建设。The adoption of digital credit management system can standardize the market order of local railway construction,facilitate the harmonious development of local railways,and is particularly important for the realization of"Beijing-Tianjin-Hebei on the track".Compared with the road and water transport markets,the construction of local railways is an emerging market.At present,there are problems such as the lack of fairness in the subject of credit evaluation,the lack of rationality in the content of the evaluation,and the ineffective use of the evaluation results.The credit management system still needs to be improved,so as to eventually form a unified credit evaluation standard,reasonable credit supervision and incentive system,and new regulatory mechanism.It is necessary to build an efficient digital credit management platform,realize the interconnection of credit information with other fields,and strengthen the capacity building of the digital credit management team.
