新农人加入能够促进合作社契约治理吗?

摘　　要：新农人是发展农业新业态、新模式和新技术的先行者。新农人加入合作社能够将原有的“核心社员+一般社员”二元格局转变为“新农人+核心社员+一般社员”三元格局。研究发现:在二元格局中,核心社员始终具有侵占一般社员利益的动机,诱发合作社治理“二元困境”,而新农人加入能够通过构建规范化契约,在需求链与职能链双向制约下,降低合作社的履约成本,提升合作社最优生产区间阈值,增强合作社资源整合能力,并推动合作社治理由“二元困境”向“三元均衡”转变。然而,由于初始信任构建存在一定难度,同时新农人要素成本与社员收益增进之间也存在矛盾,导致新农人加入合作社仍面临现实挑战。New farmers are pioneers in developing new agricultural forms,models and technologies.The new farmers’participation in cooperatives has transformed the original binary pattern of“core members+ordinary members”into a ternary pattern of“new farmers+core members+ordinary members”.The findings are as follows:in the binary pattern,core members always have the motivation to occupy the interests of ordinary members,leading to the“binary dilemma”of cooperatives governance.The participation of new farmers can construct a normative contract system,and then reduce the contract performance cost of cooperatives,raise the optimal production interval threshold of cooperatives,and enhance the resource integration capacity of cooperatives under the two-way restriction of demand chain and function chain.Thus,they can promote the transformation of cooperatives governance from“binary dilemma”to“ternary equilibrium”.However,new farmers’participation in cooperatives is still faced with challenges due to the difficulty in the initial trust construction and the contradiction between the cost of new farmers elements and the improvement of members’income.
