纵向政策、交易成本与山区乡村产业发展——基于普定县水井村个案历史调查与机制研究

摘　　要：乡村产业的发展机制虽然在各地存在异质性,但核心都是具备自生能力的产业离不开有效市场。文章以贵州省水井村为个案,围绕市场在资源配置中的决定性作用,从微观层面考察从脱贫致富到乡村振兴进程中极端贫困乡村产业发展机制、有效市场形成的逻辑以及参与产业发展的各个主体在其中发挥的作用。水井村在产业发展过程中,是政府的扶贫政策组织识别潜在比较优势产业、利用本村要素禀赋、汇聚外部资源,为产业发展提供条件的同时降低市场机制的运行成本,建立起有效市场,各个主体则提供了产业发展所需的各种要素。研究发现,市场不是自在自为的存在,贫困乡村的产业存续需要依靠有为政府调动全社会的力量建立有效市场,从生产端降低生产成本,从市场端降低交易成本,主体之间构建合理的利益链接机制才能利用自身优势启动村民发展产业,帮助村民成长为具备自生能力的市场主体,从而实现乡村产业兴旺,走向共同富裕。Although there is heterogeneity in the development mechanism of rural industries in different places,the core lies in the fact that industries with self-generating ability cannot be separated from effective markets.Taking Shuijing village in Guizhou province as a case study,this paper focuses on the decisive role of the market in resource allocation and examines the mechanism of industrial development in extremely poor villages in the process from poverty alleviation to rural revitalization,the logic of effective market formation and the roles played by various subjects involved in industrial development from the micro level.In the process of industrial development in Shuijing Village,it is the government's poverty alleviation policy that organizes the identification of potentially advantageous industries,the utilization of the village's factor endowments,the convergence of external resources,the provision of conditions for industrial development while reducing the operating costs of market mechanisms,and the establishment of an effective market,while individual subjects provide the various elements required for industrial development.The study found that the market is not a self-contained existence,especially for poor mountain villages,the market is a costly public good,and the survival of industries in poor mountain villages needs to rely on the government to mobilize the power of the whole society to establish an effective market,reduce production costs from the production side,reduce transaction costs from the market side,and build a reasonable interest linkage mechanism between subjects in order to use their own advantages to start villagers to develop industries,and help villagers grow into self-generating market subjects,so as to realize the prosperity of rural industries and common wealth.
