美日韩强化三边合作对东北亚安全的挑战

摘　　要：在日韩重启“穿梭外交”、美国强化对华战略竞争、地缘政治加速回归的大背景下,美日韩三方合作以戴维营会晤为标志,呈现出首脑会晤机制化、防务合作持续深化、经济合作不断扩展以及意识形态加强联结等特点,东北亚地区阵营化意味明显,地区军备竞赛抬头,地区国家间经贸合作遭到破坏,区域内的安全规范遭到挑战。但要看到,日韩两国实现深度和解仍面临难以克服的阻碍,美日韩三边安全合作存在着“朝核问题”还是“中国威胁”优先的认知差异,奉行经济安全的战略成本考验着美日韩合作,冷战思维也并不被区域内国家所接受。另外,近期中美关系氛围改善,对中日、中韩关系产生了正面影响。我们应理性正确看待美日韩三边合作,保持与美日韩三国沟通对话,发挥元首会晤引领作用,推进民间交流,推动东北亚地区形成和平稳定、相互尊重的价值规范,推动构建东北亚人类命运共同体。Given Japan and South Korea resume"shuttle diplomacy",the US intensifies strategic competition with China,and the return of geopolitics accelerates in this region,the tripartite cooperation between the United States,Japan and South Korea,symbolized by the Camp David meeting,shows the features including institutionalization of summit meetings,deepening of defense cooperation,continuous expansion of economic cooperation and the strengthening of ideological connections,which certainly lead to the divided camps,rising arms race,weakened economic and trade cooperation and undermined security norms in the region.However,it must be noted that Japan and South Korea still face huge obstacles to achieve deep reconciliation.There are cognitive differences in the trilateral security cooperation between the US,Japan and South Korea regarding whether the"North Korean nuclear issue"or the"Chinese threat"should be prioritized.The strategic cost of pursuing economic security is testing the cooperation between the three countries.Moreover,the Cold War thinking is not accepted by countries in the region.Recently,the improvement of the China-US relations has had a positive impact on the relations between China,Japan and South Korea.We should view trilateral cooperation between the US,Japan and South Korea rationally,maintain communication and dialogue with them,give full play to the leading role of heads of state meetings,promote people-to-people exchanges,co-build values and norms of peace,stability and mutual respect in Northeast Asia,and promote the construction of a community of shared future in Northeast Asia.
