摘　　要：Achieving high-quality development is the primary task in building a modern socialist country and an essential requirement of Chinese modernization.To accomplish this task,we must regard science and technology(S&T)as our primary productive force,talent as our primary resource,and innovation as our primary driver of growth.We must make S&T innovation an integral element of overall economic and social development and cultivate new engines for sustainable growth.
