新型城镇化建设对城市建设用地稀缺度的影响研究

摘　　要：基于2008—2020年中国283个地级市的面板数据,将新型城镇化综合试点建设的逐步开展作为一项准自然实验,采用多期双重差分法和中介效应模型,考察新型城镇化建设对于城市建设用地稀缺度的作用效果及作用机制。研究发现:新型城镇化建设能够有效缓解城市建设用地稀缺度,年均缓解率达1.77%,且存在显著的空间溢出效应。异质性分析表明,新型城镇化建设对于中西部地区的政策效应较弱,对中小城市没有产生影响。从作用机制来看,新型城镇化建设带来的用地效率提升可有效缓解城市建设用地稀缺度。基于上述结论,建议从优化城市建设用地指标分配体系、加快农业转移人口市民化进程以及健全新型城镇化成本分担机制等方面进一步平衡人地关系,以持续推动城市建设用地的高效利用。Based on the panel data of 283 prefecture level cities in China from 2008 to 2020,taking the gradual development of new urbanization pilot construction as a quasimetric experiment,this paper uses the multi period double difference method and mesmeric effect model to investigate the effect and mechanism of new urbanization construction on the scarcity of urban construction land.The results show that the construction of new urbanization can effectively alleviate the scarcity of urban construction land,with an average annual relief rate of 1.77%,and there is a significant spatial spillover effect.Heterogeneity analysis shows that the policy effect of new urbanization construction on the central and western regions is significantly weakened,and it has no impact on small and medium-sized cities.From the perspective of the mechanism of action,the improvement of land use efficiency brought about by the new urbanization construction can effectively alleviate the scarcity of urban construction land.In conclusion,It is recommended to further balance the relationship between human and land use from three aspects:optimizing the allocation system of urban construction land indicators,accelerating the urbanization process of agricultural transfer population,and improving the cost sharing mechanism of new urbanization,in order to continuously promote the efficient use of urban construction land.
