摘  要:目前我国农村集体经营性建设用地入市改革已形成相对成熟的规则体系和基本明确的制度,改革从“全面推进”进入“持续深化”新阶段。但试点地区实践显示,现阶段我国农村集体经营性建设用地入市面临着:(1)如何引导地方政府把握好制度探索的尺度;(2)如何调动地方政府参与农村集体经营性建设用地入市积极性;(3)如何“分好”“用好”“管理好”农村集体经营性建设用地入市土地增值收益;(4)如何防范农村集体经营性建设用地入市加剧区域经济发展差距等问题。深化农村集体经营性建设用地入市改革应以健全城乡统一建设用地市场为目标,以还权赋能为主线,以充分发挥市场在土地资源配置中的决定性作用为基本原则,以赋予农民更加充分的财产权益为根本遵循。从加强顶层制度设计、推动“有为政府”和“有效市场”的更好结合、发展新型农村集体经济组织、强化农村集体经营性建设用地入市与其他农村改革事项的系统性和协同性等方面着手,推进农村集体经营性建设用地入市改革走向纵深。At this stage,the reform of the entry of collective operating construction land(COCL)into market has already entered a new stage of"continuous deepening"from"comprehensive promotion".However,the practice of pilot areas shows that the entry of COCL into market is facing many dilemmas:how to guide local governments to grasp the scale of institutional exploration;how to mobilize the enthusiasm of local governments to participate in the market of COCL;how to divide,use and manage the land value-added income of COCL into market;how to prevent the COCL transactions from exacerbating regional economic development gap and other problems.Accordingly,the deepening of the reform of the entry of COCL into market should always be based on the fundamental guideline of giving farmers fuller property rights and interests,and giving full play to the decisive role of the market in the allocation of land resources.Advancing the reform of the entry of COCL into market should strengthen the top-level institutional design,promote a better combination of"successful government"and"fficient market",develop new rural collective economic organizations,strengthen the system and coordination of the entry of COCL into market and other rural reform matters.
