摘  要:大学发展规划对于大学发展具有重要作用,但其功能的充分发挥有赖于多元主体的参与。多元主体参与规划具有超越个别群体和部门的视野与能力限制,为大学发展获取更广泛的认同与支持,避免大学发展对核心管理者的过度依赖,体现大学多元主体的利益诉求等多重价值。然而,受制于对规划与多元主体参与的作用认识不足,缺乏基于大学发展充分发声的文化环境,过度行政化的管理体制对多元参与的制约,内卷化时代下谋划与参与谋划的时间受限等因素,当前多元主体在大学发展规划过程中的参与并不充分。为此,应深化对规划与多元主体参与作用的认识,营造多元主体积极参与规划的大学文化,建立健全多元主体参与规划的制度,保障高质量参与规划所需要的时间。University development planning plays an important role in the development of universities,but the full play of its functions depends on the participation of multiple subjects,which has the following multiplevalues:transcending the vision and ability limitations of individual groups and departments,obtaining broader recognition and support for university development,avoiding excessive dependence of university development on core administrators,and reflecting the interest demands of multiple subjects of universities.However,due to insufficient understanding of the role of planning and multi-subject participation,lack of a cultural environment for full expression based on the development of universities,constraints of excessive administrative management system on diversified participation,and limited time for planning and participation in planning in the era of involution,the current multi-subject participation in the process of university development planning is not sufficient.To this end,it is necessary to deepen the understanding of planning and the role of multi-subject participation,create a university culture where multiple subjects actively participate in planning,establish and improve the system of multi-subject participation in planning,and ensure the time needed for high-quality participation.
