摘　　要：本文从方案编制思想、方案设计要求、项目概况、水土保持评价、防治责任范围、水土流失预测、措施、监测及投资等方面,分析了开发建设项目水土保持方案编制的思路及方法,提出了认知和体会,以期为从事开发建设项目水土保持方案编制的人员提供参考。The article analyzes the ideas and methods of soil and water conservation plan preparation from the perspectives such as preparation ideas,design requirements,project general situation,soil and water conservation evaluation,responsibility scope of prevention and control,soil and water loss prediction,measures,monitoring and investment.It proposes corresponding countermeasures to provide reference for the personnel engaged in the preparation of soil and water conservation plans for development and construction projects.
