摘　　要：现代行政决策理论的知识体系对行政组织决策过程给予“科学”描述,为行政决策的一般模式建构提供了参照图景。面向古典决策理论,它具备了社会批判理论的某些特质,确实也执守着工具性理论形态的逻辑进路:在坚持科学理性建构逻辑的同时,呈现“区隔”价值理性的某些倾向。这使现代行政决策理论困囿于“自我”反思能力弱化、决策实践主体理性能力抑制以及行政决策本质厘定失位等发展境遇。因此,基于复杂性或不确定性的行政环境维度,思考并探索契合行政实践的决策理论发展途径,对于中国式现代化的行政决策理论体系重构具有重要的学术启示。The knowledge system of modern administrative decision theory“scientifically”describes the decisionmaking process of administrative organization and provides a reference picture for the construction of the general mode of administrative decision.Compared with classical decision theory,it has some characteristics of social critical theories,and definitely adheres to the logical approach of the formation of instrumental theories:it“distinguishes”value tendencies to some extent while insisting on the construction of logic by scientific reasons,making the modern administrative decision theory stuck in the development dilemmas of weak“self”reflection ability,restricted subject rational ability of decision-making practice and unclear essence identification of administrative decisions.Therefore,from the perspective of complexity or uncertainty of administrative environment,thinking and exploring the development ways of decision theory that can be applied to administrative practice has significant academic enlightenment for the reconstruction of administrative decision theory system of Chinese modernization.
