Interpretation and Enlightenment of the Intellectual Property Policy of India's"Draft National Policy on Deep Technology Entrepreneurship"

摘　　要：本文以欧盟、英国、印度的深科技发展政策为研究背景,在简述印度《国家深科技创业政策草案》的基础上,系统评介了印度促进深科技创业的知识产权政策。并针对我国现行的深科技知识产权支持政策,特别是助力专精特新中小企业创新发展的知识产权措施以及实施知识产权管理国家标准与国际标准中的某些问题探讨了相应的解决方案。最后,作者就激励支持我国深科技中小微企业知识产权政策的创新与完善,提出了创设实施准专利或包容性知识产权制度、创建深科技知识产权开放共享平台、制定企业商业秘密管理指南等若干建议。This article takes the deep technology development policies of the European Union,the United Kingdom,and India as the research background.Based on a brief introduction of India's"Draft National Deep Technology Startup Policy"("NDTSP"),it systematically reviews India's intellectual property policies to promote deep technology startup.Corresponding solutions have been discussed for the current deep technology intellectual property support policies in China,especially certain issues in the intellectual property measures to assist the innovative development of specialized,refined,and new small and medium-sized enterprises,as well as in the implementation of national and international standards for intellectual property management.Finally,several suggestions were put forward to encourage and support the innovation and improvement of intellectual property policies for small and medium-sized enterprises in China's deep technology industry,including the establishment and implementation of quasi patent or inclusive intellectual property systems,the creation of an open sharing platform for deep technology intellectual property,and the development of guidelines for enterprise trade secret management.
