数字化赋能与城市经济高质量发展——基于国家级大数据综合试验区的准自然实验

摘　　要：数字时代为经济转型发展带来了契机,把握数字经济新机遇是适应社会主要矛盾变化、驱动经济高质量发展的基本要求。本文通过测度2011—2020年全国279个地级市经济高质量发展水平,以国家级大数据综合试验区为准自然实验,使用多期双重差分法探究数字化赋能对城市经济高质量发展的驱动效应。研究发现:环渤海、长三角以及东南沿海城市经济高质量水平一直领先且最为稳定。数字化赋能显著驱动了城市经济高质量发展,且对共享发展和绿色发展的驱动作用更强,同时对信息基础设施水平更高、规模更大、发展质量更高的城市更易发挥促进作用。机制分析发现数字化赋能主要使生产更邻近生产可能性曲线以及外扩生产可能性曲线,进而促进城市经济高质量发展。The digital era has brought opportunities for economic transformational development, and grasping new opportunities in the digital economy is the basic requirement to adapt to the changes in major social contradictions and drive high-quality economic development.By measuring the high-quality economic development level of 279 cities in China from 2011 to 2020,this paper uses the multi-period difference-in-differences method to explore the driving effect of the digital economy on the high-quality development by taking the policy of the national big data comprehensive pilot zone as the quasi-natural experiment.The study finds that the high-quality economic level of cities in the Bohai Rim region, Yangtze River Delta and southeast coastal areas has always been leading and the most stable.The digital economy has significantly driven the high-quality development of the urban economy, and has a stronger driving effect on shared development and green development, while is more likely to promote the cities with higher level of information infrastructure, higher development quality and larger scale.The mechanism analysis shows that the digital economy mainly brings production close to the production possibility curve and expands the production possibility curve, thereby promoting the high-quality development of the urban economy.
