摘 要:通过文献研究法与理论分析法,系统的梳理了集体公示地价体系的发展历程与现存关键问题,并尝试建立我国集体公示地价体系框架结构。研究发现,集体公示地价体系应由区片价、基准地价与标定地价组成。其中,区片价、基准地价已实现全覆盖,标定地价暂时留白,但仍是集体公示地价体系建设的未来发展方向;集体公示地价体系存在平衡关系,区片价高于农用地基准地价与农用地流转价,低于国有末级工业用地基准地价,集体农用地基准地价低于集体建设用地基准地价;集体经营性建设用地基准地价高于其征收补偿标准;应以城镇开发边界为限,界内界外选用不同的技术路线评估集体建设用地基准地价。未来,应加快确立区片价的公示地价性质与地位,加强集体公示地价评估参数的探索与相应技术标准的研制,进一步规范集体公示地价成果的应用范围。Through literature research and theoretical analysis,we systematically analyze the development process and existing key issues of the published collective land price system,establish a framework of the published collective land price system.It is found that the published collective land price system should be composed of parcel land price,benchmark land price and demarcated land price.Among them,the parcel land price and the benchmark land price have achieved full coverage.And the demarcated land price is temporarily left blank,but it is still the future development direction for construction of the published collective land price system.Secondly,there is a balance relationship in the published collective land price system,that is,the parcel land price is higher than the agricultural land benchmark price and the agricultural land transfer price,lower than the state-owned last grade industrial land benchmark price,the collective agricultural land benchmark price is lower than the collective construction land benchmark price,the collective operating construction land benchmark price is higher than its expropriation compensation standard.Thirdly,within and outside the urban development boundaries,different technical routes should be used to evaluate the collective construction land benchmark price.In the future,we should speed up the establishment of the nature and status of the parcel land price,strengthen the exploration of the evaluation parameters of the published collective land price and the development of the corresponding technical standards,and further standardize the application scope of the published collective land price.
