川渝革命文物保护利用与合作开发机制研究

摘　　要：在中国革命、建设、发展历程中,川渝两地人民在中国共产党的统一领导下进行了许多可歌可泣的伟大斗争,协同开展了一次次热火朝天的建设,创造了令人惊叹的辉煌业绩,留下了难以计数的革命历史文物。多年来,两地对革命文物协同开展保护利用工作,以实施红色教育、传承红色基因、发展红色旅游经济、助推地方社会发展。进入新时代,党中央作出成渝地区双城经济圈建设重大战略部署和随即印发的《成渝地区双城经济圈建设规划纲要》,为统筹推进川渝革命文物的保护利用、合作开发提供了遵循。因此,建立一整套促进川渝革命文物协同保护机制、有效的共同利用机制、全新的合作开发机制和统筹合作机制,成为川渝革命文物统筹保护利用、合作开发的必然。为此,必须充分认识建立川渝革命文物协同保护利用、合作开发机制的重要作用,通过建章立制,有序推进川渝革命文物保护利用、合作开发工作。In the course of China’s revolution,construction and development,the great struggles of Sichuan and Chongqing under the unified leadership of the Communist Party of China.People in both regions collaborated with each other to carry out a series of enthusiastic constructions,created stunning and brilliant development performance,and left behind countless historical relics of the revolution.For many years,the two regions have cooperated in the protection and utilization of revolutionary cultural relics to implement red education,inherit red genes,develop red tourism,and promote local social development.Entering the New Era,the Central Committee of the Communist Party of China has made a major strategic deployment for the construction of the Chengdu Chongqing dual city economic circle and issued“Outline of the Plan for the Construction of the Chengdu-Chongqing Belt and Road Economic Circle”,which provides a guideline for the integrated promotion of the protection,utilization and development of the revolutionary cultural relics in Sichuan and Chongqing.Therefore,it is inevitable to establish a set of scientific protection mechanisms,effective utilization mechanisms,new development mechanisms,and overall cooperation mechanisms to promote the development of revolutionary cultural relics in Sichuan and Chongqing.To this end,it is necessary to fully understand the important role of establishing a mechanism for the coordinated protection,utilization,and cooperative development of Sichuan-Chongqing revolutionary cultural relics.By establishing regulations and systems,we must orderly promote the protection,utilization,and cooperative development of Sichuan-Chongqing revolutionary cultural relics.
