摘　　要：基于制度分析与发展框架,文中以中国林长制政策为例,识别其政策过程中的制度要素,以探析制度对公众政策过程的影响机理。研究结果表明:政策主体数量、政策主体身份、信息处理能力、利益诉求、对决策的控制程度等政策内生变量的联合作用形塑了政策主体的行为,自然资源禀赋、行政体系的政治势能与行政发包制等外生变量对政策制定产生了不同程度的激励和约束作用,制度的复杂嵌套结构对政策的制定、修改与实施产生了深刻影响。本研究进一步厘清了制度要素与政策过程之间的逻辑关系,构建了公共政策过程的制度分析框架,可为后续的公共政策研究提供有益的启示。Based on institutional analysis and development(IAD)framework,this article takes China's forest chief scheme policy as an example to identify the institutional elements in its policy process and explore the impact mechanism of institutions on the public policy process.The research results indicate that the endogenous variables such as the number and identities of policy subjects,information processing ability,interest demands,and degree of control over decision-making have the combined effects on shaping the behavior of policy subjects.The exogenous variables such as natural resources attributes,political potential energy of administrative system,and contracted administration system have various incentive and constraint effects on policy process.The study further clarifies the logical relationship between institutional elements and policy process,and constructs an institutional analysis framework for public policy process.This would provide helpful theoretical insights for subsequent public policy research.
