摘　　要：认真研究落实中国石油高质量发展目标,解析中国石油钻井工程管理三个方面主要问题和对标世界一流油公司5个方面突出差距。以实现集团公司整体效益最大化为目标,建立一套具有中国石油特色的包括五个一体化的钻井工程精益管理机制,采取5项精益监督措施赶超世界一流油公司。预期取得六个方面总体效果:(1)保障安全,提升质量;(2)提高效率,降低成本;(3)解决矛盾,激励共赢;(4)信息透明,预防腐败;(5)高效监督,赶超一流;(6)增储上产,彰显效益。On the one hand,new oil and gas exploration and development projects are developing into unconventional new fields such as deep complex tectonic layers,high risk areas,shale and tight oil and gas,which require higher ability to deal with complex problems and improve quality and efficiency;on the other hand,old oil and gas areas have entered the low-grade and high cost stage,which requires higher comprehensive ability to balance technology and cost.
