被观赏的“村庄”及其纠正——基于城市郊区“半乡村化”治理的分析

摘　　要：基于城市理论的乡村建设正在改变城市郊区的村庄面貌。在严格的耕地保护与城市扩张的一组张力中,一些地方形成了村庄对于中心城市的依附地位,从而形成“半乡村化”的治理结构。半乡村化治理结构瓦解了熟人社会秩序,这一治理结构承认中心城市对于乡村的资源供给是乡村建设的物质基础,从而以城市“盆景”的空间造型扭曲了乡村产业发展的多维可能,并割断了城乡之间、乡村之间、村人之间的治理联结。城市村庄的“盆景”化损害了乡村自身的特质,是城市公园在乡村的空间蔓延;村庄治理主体日益从城市任务下的基层承担者演化为城市“盆景”的营造者和展示者。“盆景”村庄的空心化趋向要求我们重新反思城乡功能分布的正当性,重新赋予城市村庄以产业与空间之意义。Rural construction based on urban theory is changing the appearance of villages on the outskirts of metropolitan areas.In the tension between strict protection of arable land and urban expansion,the metropolitan government has gradually crossed the geographical boundaries of the countryside and the boundaries of power,reinforcing the dependence of villages on the centre of the city,thus forming a"semiruralization"governance structure.The semi-ruralization governance structure dismantles the social order of acquaintances,recognizes the resource supply of the central city to the villages as the material basis of village construction,distorts the multidimensional possibilities of industrial development in the villages with the spatial shape of the urban bonsai,and cuts off the governance links between the urban and rural areas,the villages,and the people in the villages.The bonsai-oriented of urban villages is ultimately the result of the city treating the countryside as an aesthetic supplement to the city,and the bonsai-oriented of urban villages undermines the qualities of the countryside,and is the spatial spread of urban parks in the countryside;the main governing body of the village is increasingly evolving from the grass-roots undertaker of urban tasks to the builder and exhibitor of urban bonsai.The hollowing out of bonsai-oriented of requires a rethinking of the legitimacy of the distribution of urban and rural functions,and a renewed industrial and spatial significance for urban villages.
