摘 要:湖北省是我国农业大省和中部粮仓,高效运用农业保险保费补贴支持当地农业发展,对助力乡村振兴有重要意义。研究运用三阶段DEA和Malmquist指数模型对湖北省17个市州2012—2020年农业保险保费补贴效率进行静态和动态测算。三阶段DEA实证发现,农业机械化等环境因素是造成投入冗余的主要原因;Malmquist指数实证结果表明,农业保险补贴对乡村振兴的支持效率主要受技术进步的影响。农业保险保费补贴工作应重视地方环境因素差异,调整补贴投入力度,强化保费补贴对农业保险创新的支持,以创新促进农业保险与乡村振兴的融合发展。Hubei Province is a major agricultural province and a central granary in China.Efficient use of agricultural insurance premium subsidies to support agricultural development is of great significance for promoting rural revitalization.The study uses a three-stage DEA and Malmquist index model to perform static and dynamic calculations on the efficiency of agricultural insurance premium subsidies in 17 cities and prefectures in Hubei Province from 2012 to 2020.The three-stage DEA empirical study found that the environmental factors such as agricultural mechanization are the main reasons for input redundancy.The empirical results of the Malmquist index indicate that the efficiency of agricultural insurance subsidies in supporting rural revitalization is mainly influenced by technological progress.The subsidy work for agricultural insurance premiums should pay attention to the differences in local environmental factors,adjust the subsidy input,strengthen the support of premium subsidies for agricultural insurance innovation,and promote the integration and development of agricultural insurance and rural revitalization through innovation.
