摘　　要：现场灾情信息是地震现场应急指挥决策的重要依据,为了提升灾情的获取与处理能力,文章设计了一个短信灾情采集与传送系统,迅速、全面对这些信息进行采集与集成是非常重要的。文章通过采集灾情速报员上报的灾情震感短信,基于三大运营商的短信通信接口协议进行数据传输,实现短信息数据的发送和接收,将获取的信息实时传输到后方处理平台,数据库采用Oracle10g大型数据库管理系统,将剔除误报后的信息基于Oracle10g数据库存储,利用空间插值,在震后快速生成地震震感分布图进行展示或打印,可为地震应急救援提供灾情判断和辅助决策支持。The on-site disaster information is an important basis for on-site earthquake emergency command and decision making.In order to improve the ability of acquiring and processing disaster situations,this paper designed a text message disaster situation collection and transmission system.By collecting the disaster earthquake sensation SMS reported by the disaster situation quick reporter,the data was transmitted based on the SMS communication interface protocol of the three major operators to realize the sending and receiving of short message data.The acquired information is transmitted to the rear processing platform in real time,and the database adopts the Oracle10g large-scale database management system.The information after eliminating the false positives is used in spatial interpolation to quickly generate the earthquake sensation distribution map after the earthquake for display or printing,which can provide disaster judgment and auxiliary decision support for earthquake emergency rescue.on-site disaster information is an important basis for the emergency command and decision of the earthquake scene.It is very important to collect and integrate the information quickly and comprehensively.In this paper,by collecting disaster text messages reported by disaster instant reporters,based on Oracle10g database storage,and using spatial interpolation,earthquake sensation distribution map is quickly generated after the earthquake,which can provide disaster judgment and auxiliary decision support for earthquake emergency rescue.
