摘  要:2004年深圳市政府探索创新城市轨道交通投融资模式,以建设-经营-转让(Build-Operate-Transfer,BOT)模式引入中国香港铁路有限公司投资建设及运营深圳市轨道交通4号线,4号线BOT项目经过十多年的建设及运营,对深圳市轨道交通规划、建设、运营、投融资、人才建设、公共交通为导向的开发(Transit Oriented Development,TOD)等方面起到引领及示范作用。文章通过对4号线BOT项目的评估分析,系统梳理和总结4号线BOT项目的创新点为金融创新、建设及运营管理创新、TOD综合发展创新及模式创新;主要成就为提供可借鉴的宝贵经验、树立都市圈区域合作及协调发展的典范、有效助力深圳市轨道交通可持续发展;并为国内轨道交通利用外资、投融资创新及可持续发展,创新地提出建立多元化投融资模式及科学推进公共私营合作制(Public Private Partnership,PPP)模式、探索“轨道+物业”发展新路径、构建灵活的票价体系及合理的风险分配机制的建议。In 2004,Shenzhen municipal government explored an innovative investment and financing mode for urban rail transit and introduced the investment and operation of Shenzhen urban rail transit line 4 by MTR Corporation Limited in the mode of Build-Operate-Transfer(BOT),and after over a decade of construction and operation,the line 4 BOT project has held a leading and exemplary role in the planning,construction,operation,investment and financing,talent construction,and TOD development,among other aspects,in regards to rail transit in Shenzhen.Through the assessment and summary of the line 4 BOT project,this article systematically classifies and summarizes the innovation points of the line 4 BOT project as financial,construction and operation management,TOD comprehensive development,and mode.The main achievement has provided valuable experience,set up a model of regional cooperation and coordinated development in a metropolitan area,and effectively assisted the sustainable development of rail transit in Shenzhen.For utilizing foreign investment,investment and financing innovation and sustainable development of domestic rail transit,this article also posits the recommendations of setting up diversified investment and financing modes and scientifically promoting the Public-Private-Partnership(PPP)mode,exploring the new path of“Rail+Property”development,establishing a flexible pricing system and a reasonable risk allocation mechanism.
