Coordinated and Optimized Dispatching of Virtual Power Plant with Concentrated Solar Power Plant and Waste Incineration Based on Oxy-fuel Combustion Technology

摘  要:为有效应对新能源高比例并网、促进能源低碳化,将富氧燃烧技术引入到热电联产虚拟电厂,建立了考虑富氧燃烧技术的含光热发电与垃圾焚烧虚拟电厂协调优化调度模型。首先,研究了富氧燃烧电厂运行时的能量转移特性与调峰特性,分析了富氧燃烧技术相对于空气燃烧后碳捕集技术的优势;构建了富氧燃烧-GPPCC-电转氢(气)协同运行框架:在CO_(2)循环利用的同时,实现了电制氢副产物氧气作为富氧燃烧的有效补充。其次,所提出的模型采用富氧燃烧-垃圾焚烧-风电/光伏联合运行模式,并配合广义储能系统运行,使得源荷两侧之间具有良好的协调特性,进而使风电与光伏成为间接可灵活调度的资源;通过光热电站参与供热,释放了富氧燃烧电厂的调峰能力,提升了虚拟电厂供能的灵活性。最后,基于CPLEX对不同运行场景进行仿真,验证了所提模型和策略的有效性。In order to effectively cope with the high proportion of new energy connected to the grid and promote low carbonization of energy,we introduced oxygen-enriched combustion(OEC)technology into the virtual power plant(VPP)and constructed coordinated and optimized dispatching of VPP with concentrated solar power(CSP)plant and waste incineration based on OEC technology.Firstly,we studied the time-shifting and peak-regulating characteristics of energy when OEC power plant operated and analyzed its advantages compared with post-combustion capture plant.And the OEC-GPPCC-electricity to hydrogen(gas)coordinated operation framework was established,which realized the recycling of CO 2 and the by-product oxygen of the electric hydrogen production as a supplementary condition for OEC.Secondly,the model adopted the OEC-waste incineration-wind power/photovoltaic combined operation pattern and cooperated with the generalized energy storage system,making the source and load obtain good coordination characteristics.Then,wind power and photovoltaic power became indirect and flexible dispatch resources.The participation of CSP power station in heating released the peak-shaving capacity of OEC plant and enhanced the flexibility of VPP.Finally,based on CPLEX,the different operating scenarios were simulated to verify the effectiveness of the proposed model and strategy.
