大中型水库移民生产安置方式发展趋势——以山东省为例

摘　　要：生产安置是水库工程建设征地移民安置规划设计的重要内容,关系到移民的切身利益、社会的和谐稳定。传统农村移民生产安置方式以农业安置为主,随着城市化进程和经济社会的发展,越来越多水库移民选择货币化的生产安置方式。以山东省近年新建的庄里水库、金水河水库、泊于水库、魏楼水库为例,研究新形势下大中型水库移民生产安置方式发展趋势,为今后大中型水库工程建设征地移民生产安置规划设计及管理工作提供借鉴。Production and settlement are essential aspects of resettling communities affected by reservoir construction,directly impacting the well-being of migrants and social stability.Traditional approaches to rural resettlement have centered around agricultural land allocation.With the progress of urbanization and economic development,an increasing number of reservoir migrants are opting for monetary compensation-based resettlement.Taking recent reservoir projects in Shandong Province,including Zhuangli Reservoir,Jinshuihe Reservoir,Poyu Reservoir,and Weilou Reservoir,as examples,this study examines the evolving trends in production and settlement methods for large and medium-sized reservoir migrants.These insights can serve as valuable references for the planning,design,and management of land acquisition and resettlement in future large and medium-sized reservoir projects.
