摘　　要：从图书馆战略规划视角,探究“十四五”期间我国公共图书馆国际合作方案,可为我国公共图书馆高质量发展提供借鉴。相对随机地抽取10个国家(地区)的图书馆战略任务文本作为研究对象,借助扎根理论方法,从内容要素维度分析可以发现,数字化转型期间国外图书馆战略规划是以能力建设、服务建设和资源建设为核心,职能建设和外部环境建设为支援;战略任务内容元素整体呈现数字化特征;任务布局间处于有机联动状态。图书馆国际合作的主要方式是文献合作、人员合作、技术合作、研究合作、文化交流;内容框架基于创新、协调、绿色、开放、共享的新发展理念和图书馆资源、服务、能力、职能、外部环境建设要素进行构建;方案类型为“主体+两翼”的层次结构。我国应在塑造绿色可持续发展理念、建设高质量的发展共同体、推进体制机制的深化改革、激发创新驱动战略的活力、营造良好的数字文化生态方面,为公共图书馆国际合作方案的落实提供保障。From the perspective of library strategic planning,exploring the international cooperation plans of public libraries in China during the 14th Five Year Plan period can provide reference for the high-qualty development of public libraries in China.The texts of library strategic tasks in IO countries(regions)is selected at random as the research object.With the help of Grounded Theory,from the perspective of content elements,it can be found that during the digital transformation,foreign library strategic planning is centered on capacity building,service building and resource building,supported by function building and external environment building;the overall elements of strategic task content exhibit digital characteristics;the task layout is in an organic linkage state.The main ways of international cooperation in libraries are literature cooperation,personnel cooperation,technical cooperation,research cooperation,and cultural exchange;the content framework is constructed based on the new development concept of innovation,coordination,green,openness,and sharing,as well as the construction elements of library resources,services,capabilities,functions,and external environment;the scheme type is a hierarchical structure of"main body+two wings".China should provide guarantees for the implementation of international cooperation plans for public libraries in shaping the concept of green and sustainable development,building a high-quality development community,promoting deepening reform of institutional mechanisms,stimulating the vitality of innovation driven strategies,and creating a good digital cultural ecosystem.
