摘　　要：生产经营类事业单位既是履行公共服务职能的重要机构,也是国有经济的重要组成部分。目前,加快事业单位转制,深化国有企业改革正是推进国家治理体系和治理能力现代化的重要环节。作为典型代表,陕西华海水利工程有限公司在转制改革的道路上制定了一系列目标,取得了一定成果,但也面临着财务管理、人力资源管理、生存与发展等风险,需要快速适应管理体制机制、健全现代企业制度、做好顶层制度设计、改进人力资源管理体制、推进文化建设、提升依法治企能力,以促进企业健康发展,进一步推进国家治理现代化。Production and operation institutions are not only important institutions to perform public service functions,but also an important part of the state-owned economy.At present,accelerating the transformation of public institutions and deepening the reform of state-owned enterprises is an important link to promote the modernization of the national governance system and governance capacity.As a typical representative,Shaanxi Huahai Water Conservancy Engineering Co.Ltd has set a series of goals on the road of restructuring and reform,and achieved certain results,but it also faces risks such as financial management,human resource management,survival and development.And it is necessary to quickly adapt to the management system and mechanism,improve the modern enterprise system,do a good job of top-level system design,improve the human resource management system,promote cultural construction,and enhance the ability to govern enterprises according to law,so as to promote the healthy development of enterprises and further promote the modernization of national governance.
