摘 要:为解决传统水利工程建设档案信息共享不充分、业务管理不规范、双套制电子档案不方便等问题,结合海宁市百里钱塘综合整治提升工程,开展电子文件单套制归档、流程驱动信息流转等关键技术研究。通过海塘智慧建管系统的电子签章、流程引擎等技术,实现web端在线签章与管理业务标准化协同,在质量管理、文件管理、投资管理等领域达到良好的应用成效。形成了全生命周期的电子档案管理体系,可为水利工程数字化管理、数字化档案提供借鉴。In order to solve the problem of inadequate information sharing,non-standard processes,and double-track electronic archives in traditional hydraulic engineering construction archives,Haining Baili Qiantang Comprehensive Renovation and Upgrading Project had carried out research on key technologies such as single-track archiving of electronic documents and process-driven information flow.By applying technologies such as electronic signature and process engine,the seawall intelligent construction management system had been developed.The result showed that the system had achieved two modes of Web-based e-signature and standardized management collaboration.Meanwhile,single-track electronic archives management system was pushed forward with the platform,a striking effect was accomplished in quality,file,and investment management fields.It can provide a reference for the implementation of digital management and digital archives of hydraulic engineering.
