“乌卡”境况下社会组织参与社区难题治理的“破壁式”策略

摘　　要：现阶段“乌卡”境况下,社区治理难题突出表现为利益壁垒、信息壁垒和结构壁垒,各主体的价值取向与价值协调、服务需求与服务供给、治理结构与治理需求之间存在互相对立的阻隔,社会组织的参与有助于解决这一难题。基于“乌卡”境况和协同治理理论及个案研究,构建“问题—策略—结果”分析框架,分析社会组织“破壁式共治”行动策略的内容和特征。研究发现:社会组织以双向嵌入治理体系、转译服务信息、搭建主体合作平台等策略参与社区难题的治理,能够协调价值取向、引导政策遵从、精准识别需求、完善公共服务、优化权责机制、实现主体合作,从而较为有效地解决社区治理中的棘手问题。Under the influence of the uncertainty characteristics of the"VUCA"era,thorny issues in communities are manifested in three forms:"interest barriers","information barriers",and"structural barriers",resulting in opposing barriers between the value orientations of various entities,service demands and supply,and governance structures and demands,which need to be resolved with the participation of social organizations.This paper,based on the analysis of collaborative governance theory and case studies,constructs a"problem-strategy-result"analysis framework from the perspective of"VUCA"and summarizes the content and characteristics of social organizations'"wall-breaking co-governance"action strategy.The study finds that social organizations participate in difficult problem governance of the community through three strategies:bidirectional embedding of governance system,translation of service information,and establishment of subject cooperation platform,and that this action strategy can coordinate value orientation,guide policy compliance,accurately identify needs,improve public services,optimize power and responsibility mechanisms,and achieve subject cooperation,so as to solve more efficiently thorny issues in community governance.
