摘　　要：“稳定压倒一切”是邓小平同志明确提出的政治主张,不过,这一价值观念的体系化是由以江泽民同志为主要代表的中国共产党人所完成的,即从价值选择、功能肯定与实现方式等方面,将其发展成为体系化的政治观念,并形成全面维稳的制度与政策体系。值得注意的是,遵循“秩序至上”原则,将“稳定”“秩序”作为压倒一切价值的优先选项,极易放弃甚至牺牲其他重要价值,还可能将“稳定”概念泛化,致使“维稳”的范围和对象无所不包,并强化“极限维稳”的思维与实践。Although it was Deng Xiaoping who articulated that“stability is of top priority”,the systematization of this value concept was completed by the CPC with Comrade Jiang Zemin as the main representative.From the perspectives of value selection,functional affirmation,and implementation methods,develop it into a systematic political concept,and form a comprehensive and stable institutional and policy system.Noticeably,it will definitely cost other essential values when following the principle of“order first”and prioritizing“stability”and“order”as the overriding values.In addition,it would lead to the over-generalization of the concept of“stability”,resulting in an all-inclusive“stability safeguarding”in terms of its scope and objects,as well as propelling too much for the idea and the practice of“extreme stability safeguarding”.
