摘　　要：“指尖上的形式主义”作为数字治理时代形式主义的新变种,已有研究还停留在对现象本身的整体画像层面。综合田野调查证据,研究发现在不同的工作任务、治理层级、干部群体和区域,“指尖上的形式主义”呈现出差异化的分布形态。这一现象的蔓延,本身就是基层治理体制机制不完善的投影,因此其化解之道根本上在于推动治理责任和治理资源同步向基层下沉,并赋予基层一定的自主裁量权。此外,通过对微信工作群等“指尖上的形式主义”的载体进行必要的限制,也有助于缓解这一现象。As a new variant of formalism in the digital governance era,“fingertip formalism”has been studied only in the overall portrait.The evidence from the field investigation shows tha“t fingertip formalism”is distributed differently in different work tasks,governance hierarchies,cadre groups and areas.“Formalism on the fingertips”presents a differentiated distribution pattern.The spread of this phenomenon is itself a reflection of the imperfect grassroots governance system and mechanism.So that the fundamental solution lies in promoting the simultaneous sinking of governance responsibilities and resources to the grassroots and giving them a certain degree of discretion rights.Additionally,imposing necessary restrictions on WeChat groups and other vehicles o“f fingertip formalism”can also help alleviate this phenomenon.
