摘　　要：工具理性导向下档案治理面临治理理念“治”而不“智”、治理主体“合”而不“和”、治理对象“汇”而不“慧”、治理工具“拥”而难“用”、治理效能“显”而存“险”的尴尬境地。梳理工具理性与价值理性在档案治理领域内的辩证关系是反思当前档案治理困境成因的前提,而工具理性与价值理性高度融合与平衡下的档案智慧治理将带领档案治理摆脱困局。Under the guidance of instrumental rationality,archival governance faces the dilemma of governance concept that emphasizes"governance"over"wisdom",governance subjects that emphasize"collaboration"over"harmony",governance objects that emphasize"integration"over"wisdom",governance tools that are difficult to"use"despite being"abundant",and governance effectiveness that is"obvious"but also"risky".Sorting out the dialectical relationship between instrumental rationality and value rationality in the field of archival governance is the prerequisite for reflecting on the causes of the current predicament of archival governance,while intelligent archival governance under the high integration and balance of instrumental rationality and value rationality will lead archival governance out of the dilemma.
