推进法治中国建设的档案法治体系优化探讨

摘　　要：本文旨在探讨推进法治中国建设中档案法治体系的优化。在简述法治中国建设、档案法治体系、档案法律体系及其相互关系基础上,概述了档案法治体系建设所取得的三大成果和档案法治体系优化在推进法治中国建设中的地位、作用和重要性。以依法治档为核心,从理论和实践两个方面与立法、执法、司法、守法四个环节,探讨了档案法治体系优化的“长计划”“短安排”。特别是“短安排”中理论层面“三大目标”和实践层面“多项任务”。This article aims to discuss the optimization of the legal system of archives in the construction of the rule of law in China.On the basis of briefly describing the construction of the rule of law in China,the legal system of archival governance,the system of archival law and their mutual relations,it summarizes the three major achievements made in the construction of the legal system of archival governance and the status,role,and importance of this optimization in promoting the development of law-based governance in China.With governing archives according to law as the core,from both theoretical and practical aspects,and through four links:legislation,law enforcement,judicial aspect,and observance of the law,this article discusses the"long-term plan"and"short-term arrangement"for optimizing the legal system of archival governance.In particular,it focuses on the"three major goals"at the theoretical level and"eight tasks"at the practical level in the"short-term arrangement."
