摘　　要：政府合规是指行政机关为了防控行政违法违规风险所建立起的内部治理机制。我国政府规模较大、治理结构繁复,面对情景日益复杂、利益纷繁交错的行政管理事实和关系,传统循法而治的推进路径仍存反思的空间。政府合规以社会系统沟通为主导逻辑,整合以法律为主的规范集群作为媒介,为行政行为提供了稳定的规范性预期和确定性预期,使得行政权力得到合理约束定型。在中国式现代化进程中有必要挖掘传统行政法文化根基,深化对依法行政基本规律的认识,将政府合规作为一种重要的规范政府活动的方式进行制度化设计,府吏同治、多规化约、理法调和,运用规则之治思维打造出不仅合乎法律而且遵守规矩的合规型政府,为解决政府治理现代化问题提供一份中国智慧、中国方案、中国力量。In order to prevent the risk of administrative violations,administrative organs have established an internal governance mechanism,which is called government compliance.The Chinese government is large in scale and complex in structure,we need to review the traditional way of governing by law.Social system communication is the leading logic of government compliance,it takes rule collection as a medium,provides stable normative expectations and deterministic expectations for administrative behavior,and makes administrative power be reasonably constrained and stereotyped.It is necessary to absorb the cultural foundation of traditional administrative law,institutionalize government compliance as an important way to regulate government activities,administer the government and officials at the same time,integrate and simplify various rules,reconcile Qingli and law,we create a compliant government that not only complies with the law but also abides by the rules,so as to provide Chinese insight,Chinese input and Chinese strength for solving the problem of government governance modernization.
