摘　　要：我国社会信用体系建设是国家发挥集中力量办大事的优势,将行政、司法以及社会性力量联合起来,对政务诚信、商务诚信、社会诚信和司法公信进行全系统建设的特殊实践。《社会信用体系建设规划纲要(2014—2020年)》颁布近十年来,我国社会信用体系建设成效显著,但也存在诸多问题。当前,社会信用体系建设情况远比过去复杂,仍面临诸多问题,宏观上包括社会信用体系建设的行政化与“碎片化”倾向,微观上包括规范供给不足以及与其他社会制度衔接不畅。鉴于此,未来我们要在法治思维下推动社会信用体系建设,从立法开始,谋求政务诚信、商务诚信、社会诚信和司法公信四大领域的一体化建构,充分供给社会信用体系建设规范,促进社会信用体系建设与其他社会制度的和谐统一。The construction of China’s social credit system leverages the advantage of the state’s ability to concentrate efforts on major initiatives,bringing together administrative,judicial,and social forces to conduct comprehensive system construction for the integrity of government affairs,business,society,and judicial credibility.Ten years after the promulgation of the Outline of the Plan for the Construction of the Social Credit System(2014-2020),China’s social credit system construction has made remarkable achievements,but there are still many problems.Currently,the situation of social credit system construction is much more complex than in the past,still facing numerous challenges.On a macro level,there is a tendency toward the bureaucratization and“fragmentation”of social credit system construction.On a micro level,there are issues such as insufficient regulatory supply and inadequate alignment with other social systems.In light of this,it is imperative to propel the construction of the social credit system under the guidance of legal thinking.Starting from legislation,efforts should be made to seek the integrated construction of integrity in government affairs,business,society,and judicial credibility,providing ample norms for the construction of the social credit system and promoting its harmonious integration with other social systems.
