德国洪堡基金吸引国外杰出青年科学家的举措研究

摘　　要：杰出青年科学家是科学发展的希望所在,也是最具流动性的科技人才群体。德国洪堡基金会通过政府机构资助、基金会运作,吸引具有创新能力的国外青年学者赴德国研学,以及具有国际科学成就的青年科学家到德国开展短期或中长期的科研工作和科学合作,建立国际研究网络,实现对海外智力的利用以及激发本国科学界的活力。洪堡基金会相关举措对于我国吸引国际杰出青年科学家、学者和研究人员来华开展独立研究、合作研究具有一定启示作用。Outstanding young scientists are the hope of scientific development and the most mobile group of scientific talents.Through funds from government agencies and operations by foundations,Germany attracts young foreign scholars with innovative abilities to study in Germany and young scientists with international scientific achievements to conduct short-term or medium-term scientific research and scientific cooperation in Germany to establish a global research network to realize the utilization of overseas intelligence and arouse the dynamism of domestic scientific community.The relevant measures of the Alexander von Humboldt Foundation have a specific enlightenment effect on attracting international outstanding young scientists,scholars,and researchers to China to conduct independent and cooperative research.
