摘　　要：近年来,随着国家油气矿产资源体制改革的深入,矿权的外部竞争和内部流转压力逐步增大,油田生存和发展的根基面临巨大挑战。深入学习新的矿权储量政策,深刻剖析矿权储量管理中存在的问题,对油田加快发现建产及探矿权转采意义重大。中国石油塔里木油田公司主动适应改革,针对矿权储量管理存在的问题,创新管理实践,形成矿储联动部署、“两最一诺”办要件管理机制,加快了油气探明建产、规范了矿权储量管理、提升了要件办理质量及速度,高质高效完成了探矿权转采,保障油气能源供给能力,减轻政务部门负担。In recent years,associated with the deepening of the reform of oil and gas resource system in China,the pressure of external competition and internal circulation of mining rights has gradually increased and the foundation for the survival and development of oil fields is facing great challenges.Therefore,the deep study of the new mining rights and reserves policy and the detailed analysis of the problems in mining rights and reserves management are of great significance for accelerating the discovery and capacity construction of oil fields,as well as transferring from exploration rights to mining rights.In view of the problems in mining rights and reserves management,Tarim Oilfield Company has initiatively adapted to the reform,innovated management practice,and formed a management mechanism of joint deployment of mining rights and reserves and“two-most and quality promising”for preparing critical documents,which support to accelerate the oil and gas discovery and capacity construction,standardize mining rights and reserves management,improve the quality and speed of preparing critical documents,and achieve the transfer from exploration rights to mining rights with high quality and efficiency,ensuring the oil and gas energy supply and reducing the burden on government departments.
