数字治理下的高等教育内部治理能力现代化路径选择

摘　　要：高等教育内部治理能力现代化是高等教育治理体系的一部分。治理环境的改变、治理方式的转向、治理评价的价值追求为高等教育内部治理转向数字治理提供了驱动力。高等教育的数字治理要在完善数字治理工作体系、制定数字治理制度、摸清数字家底、提升数字素养的基础上,夯实数字治理体系。通过高等教育内部治理顶层设计,把数字治理嵌入教育治理的战略规划;通过教育治理监督作用,明确治理责任边界,风险管控关口前移;通过强化数字治理应用,实现治理战略和决策的科学分析,全方面提升治理能力,最终推动高等教育高质量发展。The internal governance capacity modernization of higher education is part of the higher education governance system.The change of governance environment,the shift of governance mode,and the value pursuit of governance evaluation provide driving forces for the internal governance of higher education shift to digital governance.The digital governance of higher education should consolidate the digital governance system on the basis of improving the digital governance work system,formulating the digital governance system,taking stock of digital situation,and improving digital literacy.Through the top-level design of higher education internal governance,digital governance is embedded in the strategic planning of education governance;through the supervision role of education governance,the boundary of governance responsibility is clarified and the threshold of risk management and control is moved forward;by strengthening the application of digital governance,the scientific analysis of governance strategies and decisions can be realized,and the governance capacity can be improved in all aspects,so as to ultimately promote the high-quality development of higher education.
