摘　　要：为加强甘肃省各级医疗机构输血科建设,保障临床用血安全,真正发挥省级用血质控中心在全省相关医疗专业领域的学科引领和质量监督作用;因此,制定本专业省级医疗质量控制标准是非常必要的。随后甘肃省临床用血质量控制中心受省卫生健康委员会委托,在充分体现基线调研的基础上,对全省省、市、县、乡四级医疗机构在“业务开展、技术水平、质量要求”等方面进行综合评估。召集专家制定了一套完善的甘肃省输血科(血库)建设管理规范,即《甘肃省三级医院输血科建设管理规范》,共有十章四十九条;《甘肃省二级及以下医院输血科(血库)建设管理规范》,共有十三章五十一条。这两个规范内容翔实、条例清楚,适用于甘肃省三级医院和二级及以下医院输血科(血库)的建设,且具有很强的可操作性。并于2019年5月5日经省卫生健康委审议通过,2019年6月20日正式发布。In order to strengthen the construction of the department of blood transfusion in all levels of medical institutions in Gansu province and ensure the safety of clinical blood use,the provincial blood quality control center should play the role of leading and supervising the quality of the related medical treatment in the whole province,therefore,it is very necessary to establish the provincial medical quality control standard for the medical treatment of this specialty in order to give full play to the role of provincial medical quality control center in the discipline leading and quality supervision of the whole province.Subsequently,the clinical blood quality control center of Gansu province was commissioned by the provincial health authorities,on the basis of a full body baseline survey,the province,city,county,township four-level medical institutions in the"business development,technical level,quality requirements"and other aspects of a comprehensive evaluation.The experts were convened to draw up a set of regulations to improve the construction and management of the department of blood transfusion Gansu province,namely the"Regulations for the construction and management of the department of blood transfusion the third-level hospitals of Gansu province",which consists of 10 chapters and forty-nine articles"Gansu province levelⅡand below hospital blood transfusion(blood bank)construction and management standards",a total of 13 chapters fifty-one.The two standards,detailed and clear regulations,apply to the construction of third-level hospitals and second-level and lower hospitals in Gansu province blood transfusion(blood bank),and have a strong operability.And on May 5,2019 by the provincial health and Construction Commission approved,June 20,2019 officially released.
