摘 要:从《华北日报》对1947—1949年北平车祸的报道来看,军车肇祸数量大、占比高。这是因为平津战役中傅作义为抵抗人民解放军的进攻,于1948年12月率部固守北平城。其部队驻扎地多在城内居民区,往来运输物资及士兵的军车络绎不绝,且司机目无军纪,驾车肆意妄为,由此导致的军车肇祸事件层出不穷。为减少军车肇祸事件的发生,北平警察局及警备司令部等机关采取强制性政策与说教性措施相结合的办法,如出台相关法规或整理军纪、进行交通安全宣传等,但大多收效甚微。According to a report by the North China Daily on the 1947—1949 Beiping car accident,a large number and proportion of the accidents involved military vehicles.This was because Fu Zuoyi had resisted the attack of the People’s Liberation Army in the Beiping-Tianjin Campaign and led his troops to hold the city of Beiping in December 1948.Most of its troops were stationed in residential areas in the city,and there was a constant flow of military vehicles transporting supplies and soldiers.The drivers were undisciplined and drove recklessly,resulting in endless military vehicle accidents.In order to reduce the occurrence of military vehicle accidents,the Beiping Police Department and the Garrison Command adopted a combination of coercive policies and educational measures,such as promulgating relevant laws and regulations,improving military discipline,and conducting traffic safety publicity.However,these efforts have achieved little results.
