疏勒河灌区农业用地表水资源刚性约束指标优化管理研究

摘　　要：为进一步落实水资源刚性约束制度,通过调查分析疏勒河灌区灌溉面积、水权配置、取用水情况及存在的问题,提出科学分配水量、合理配置水权、弹性管理用水总量控制指标等对策建议,对优化调整用水总量控制指标,提高水资源利用率具有指导意义。In order to further implement the rigid constraints on water resources,this paper investigates and analyzes the irrigation area,water rights allocation,water extraction,and existing issues in Shule River Irrigation Area.It proposes strategic recommendations such as scientifically allocating water volumes,rationalizing water rights allocation,and implementing flexible management of total water usage control indicators.These measures are aimed at optimizing and adjusting total water usage control indicators,ultimately enhancing the efficiency of water resource utilization.
