云南省农村饮水安全现状分析与对策研究

摘　　要：本文收集了近年来的云南省农村饮水安全工作的相关数据资料、规划报告、现场调研成果等,从工程建设情况、运行管护情况、水费计收情况等方面进行分析,找出存在的问题并分析问题产生的原因,然后针对问题提出有效的解决方案和对策。云南省基本实现了现行标准下的农村饮水安全全覆盖,但仍存在供水格局薄弱、运行管护粗放、水质保障低等问题,需要加大工程建设力度、加强水源地保护、强化水质提升、推进管理体制改革、拓宽投融资渠道,实现全省农村饮水安全保障水平的提档升级。This paper compiles relevant data,planning reports,and on-site research results from recent years’efforts on rural drinking water safety in Yunnan Province.It conducts an analysis from various perspectives,including the status of engineering construction,operation and maintenance,and fee collection,to identify existing issues and analyze their root causes.Subsequently,effective solutions and countermeasures are proposed in response to these issues.Yunnan Province has essentially achieved full coverage of rural drinking water safety under the current standards.However,challenges such as a weak water supply infrastructure,extensive operation and maintenance practices,and insufficient water quality assurance persist.To address these challenges,it is necessary to intensify efforts in engineering construction,strengthen source water protection,enhance water quality,advance management system reforms,and broaden financing channels.Ultimately,these measures will lead to an upgraded level of rural drinking water safety assurance throughout the province.
