公共住房政策实施效果评估体系研究——以深圳为例

摘　　要：科学有效的政策评估是公共政策完善的关键环节,但对政策实施效果的评估仍主要停留在研究阶段,在理论与政策改进结合的领域仍存较大探索空间。我国城镇住房问题较为突出,公共住房政策成为满足基本居住需求、推动经济社会发展的重要公共服务内容。中共十八大以来,中央明确提出要进行住房制度改革,并强调居住保障功能。目前,人口持续净流入的超大型城市均已开展住房制度改革,保障性住房进入大规模建设阶段,住房保障的成效逐步显现,但我国对公共住房政策实施效果的评估仍处于起步阶段。在总结国内外政策评估研究的基础上,结合公共住房政策的目标和举措,探索构建公共住房政策实施效果评估体系,并以深圳为例运用评估体系进行模拟,验证评估体系的有效性和可行性,结合公共住房政策的功能和目标,提出公共住房政策实施效果评估体系需建立长期稳定的评估机制、动态调整的评估体系、覆盖面广的参评对象和形成评估后反馈的途径。Scientific and effective policy evaluation is the key link to improve public policy,but the evaluation of policy implementation effect still mainly stays in the research stage,and there is needed to explore the combining theory with policy improvement.China's urban housing problem is more prominent,and public housing policy has become an important public service content to meet basic housing needs and promote economic and social development.Since the 18th National Congress of the Communist Party of China,the central government has clearly proposed to reform the housing system and emphasized the function of housing security.At present,the housing system reform has been carried out in super-large cities that sustained net population inflow,affordable housing has entered the stage of large-scale construction,and the effect of housing security has gradually emerged,but the evaluation of the implementation effect of public housing policy in China is still in its infancy.On the basis of summarizing the domestic and foreign policy evaluation research,this paper explores the construction of an evaluation system for the implementation effect of public housing policy,and takes Shenzhen as an example to simulate and verify the effectiveness and feasibility of the evaluation system.Combined with the functions and objectives of public housing policy,it is proposed that the evaluation system for the implementation effect of public housing policy should establish a long-term stable evaluation mechanism,a dynamically adjusted evaluation system,a wide range of participants and a way to form feedback after evaluation.
